Bakı şəhəri, Nərimanov rayonu, Aşıq Molla Cümə küçəsində yerləşən 11, 11B, 13, 15 və digər yaşayış binalarının sakinləri artıq bir ilə yaxındır ki, "WhiteStone Tower” tikinti şirkətindən narazıdır.

Sakinlərin bildirdiyinə görə, şirkət bu binalara məxsus həyət ərazisini "ödəniş müqabilində əldə edərək” hasara alıb. Nəticədə onilliklərdir həmin binalarda yaşayan insanların gündəlik həyatı ciddi şəkildə çətinləşib.

Uşaqlar üçün oyun yeri qalmayıb, maşın saxlamaq mümkün deyil

Ərazidə yaşayanların sözlərinə görə, hasarlama işlərindən sonra uşaqların oynadığı həyət sahəsi tamamilə tikinti şirkətinin nəzarətinə keçib. Bununla yanaşı, sakinlər avtomobillərini saxlamaq üçün parklanma yerindən də məhrum olublar.

Bina sakini Xanım Sultanova deyir ki, əvvəl sakinlərə bütün binaların söküləcəyi bildirilib:

"Dedilər ki, bütün binalar söküləcək. Amma sonradan binaların bir hissəsi qaldı. Qalan binalara məxsus uşaq meydançası və maşın saxlama yerləri isə tikinti şirkəti tərəfindən zəbt edildi və hasara alındı.”

Zibil qabları blokun ağzına gətirilib, yanğınsöndürən maşınların yolu bağlanıb

Sakinlər bildirir ki, tikinti işlərindən sonra zibil qablarının yeri də dəyişdirilib və bu, ciddi gigiyenik problemlər yaradıb.

Bina sakini Şahin Süleymanov deyir ki, zibil konteynerləri demək olar ki, binanın giriş qapısının qarşısına qoyulub:

"Bizim binanın giriş qapısı ilə zibil qabları arasında cəmi bir neçə metr məsafə var. Yay aylarında üfunətdən evdə qalmaq mümkün olmur. Bu, həm gigiyena qaydalarına, həm də normal yaşayış şəraitinə ziddir.”

Sakinlər əlavə edirlər ki, hasarlama nəticəsində yanğınsöndürən maşınların həyətə girişi üçün nəzərdə tutulan yol da bağlanıb, bu isə təhlükəsizlik baxımından ciddi risk yaradır.

Şirkətin mövqeyi: "Bütün icazələr var”

Sakinlərin etirazına cavab olaraq "WhiteStone Tower” şirkətinin hüquqşünası bildirib ki, ərazidə aparılan bütün tikinti və infrastruktur işləri müvafiq icra strukturlarının icazəsi əsasında həyata keçirilir.

"Layihə icazələri, tikinti lisenziyaları və texniki şərtlər mövcuddur və müvafiq dövlət orqanları tərəfindən təsdiqlənib,” – hüquqşünas qeyd edib.

Hüquqşünas həmçinin sakinlərə etirazlarını tikintiyə icazə verən dövlət qurumlarına ünvanlamağı tövsiyə edib.

İcra hakimiyyətindən cavab yoxdur

Məsələ ilə bağlı Bakı şəhəri Nərimanov Rayon İcra Hakimiyyəti ilə həm telefon, həm də elektron poçt vasitəsilə əlaqə saxlanılıb. Lakin ərazinin satışı və icazələrin verilməsinə cavabdeh olan qurumdan sorğumuza operativ cavab almaq mümkün olmayıb.

Sakinlərin tələbi

Torpaq satılarkən və tikinti icazəsi verilərkən burada yaşayan insanların gündəlik həyatı, təhlükəsizliyi və elementar yaşayış şəraiti niyə nəzərə alınmayıb? Onlar hasarlanmış həyət sahəsinin sakinlərin istifadəsinə qaytarılmasını, uşaq meydançası və parklama yerlərinin bərpasını, təhlükəsizlik və gigiyena risklərinin aradan qaldırılmasını tələb edirlər.
